Dr. Fenglan Nancy Yi-Cline
Dr. Fenglan Nancy Yi-Cline is a seasoned English language educator and teacher-educator with over 20 years of experience across K–12, district, and university settings in the U.S. and China. She has served as a Multilingual Education Program Specialist in Washington State, leading professional development for teachers of multilingual learners.
In higher education, she has taught in endorsement programs at the University of Washington and Seattle University, strengthening instructional capacity for pre- and in-service teachers.In 2023, Dr. Yi-Cline joined the English Language Programs with the U.S. Department of State as an English Language Specialist, delivering teacher training across China to support implementation of the New English Curriculum Standards in China. An immigrant and former English learner, she brings lived experience to her work, championing educational equity and culturally sustaining pedagogy.
Dr. Yi-Cline is bilingual in Chinese and English, with proficiency in Japanese and Spanish. She specializes in curriculum design, teacher coaching, SIOP, literacy across content areas, and collaborative teaching. Her work centers on humanizing education and affirming students’ diverse identities.
